Understanding Effective Child Participation at Local Governance Level. A Case Study of Chitungwiza Junior Council

The study was an investigation into children’s participation at local governance level, at local in Chitungwiza at the Chitungwiza municipality, children have the right to participate in all matters that affect them including national policies. The research focused on these objectives, to assess the level of participation of junior councilor in local governance programmes that concerns them including budgeting, planning and implementation of local governance programs, to understand how junior councilors engage with local governments and the impact of the engagement and to come up with recommendation for genuine and meaningful participation. The problem was investigated qualitatively using the methodologies of sampling, interviews and questionnaires. The findings and results confirmed the hypothesis adopted in the study that in spite of the guidelines and policy frameworks about involving children in decision making. The study revealed the levels of understanding of child participation from the junior councilors NGOs. Recommendations to address the situation were suggested for the consideration of the government for policy changes and enforcement, Government should empower junior councilors and allocate funding for their activities so as to improve their participation at local governance level. NGOs should also facilitate on what is child participation to the junior councilors.
