Performance appraisal as a means of improving employee: case study of Chikurubi Urban District Harare 2013-2014.

The study investigated Performance Appraisal system used by ZRP Chikurubi Urban District as a means of improving empl oyee from the period 2013 to 2014. Objectives were to determine the effectiveness of performance appraisal system used by the District in improving employee, identify the challenges associated with the system and recommend ways for improvement . The researcher used a descriptive survey research design and a sample of 50 members of the district was randomly selected from a population of 923 members. The data was obtained using structured questionnaires, open and closed ended interviews and secondary data. The study revealed that employee performance is not improving after the appraisal exercise as such the researcher concluded that the performance appraisal system employed by the District is not effective in enhancing employee. Challenges associated with the system were identified as lack of expertise in performance appraisal, the system is non-interactive and the system is not well appreciated by the employees thereby demeaning its legitimacy. The researcher recommended that the appraisal system be restructured to involve employees in setting of goals and performance standards and encouraging interaction between the appraiser and appraisee while at the same time giving objective and timely feedback.
